From a physics/ scientific stand point is it possible to create a "mass effect" field?

rail guns use a series of alternating magnetic fields to propel an object at ridiculously high speeds.... you mean like that? particle accelerators do the same thing with "particles", rail guns do it with objects ranging in size from bullets to bricks. The impact velocity of a cubic foot of iron exceeds a megaton nuclear explosion.
