How do I make a self-propelling tram?

It's going to be sitting on a flat fishing line and has to be less than two pounds. I was thinking of using gears to make the tram move, but then, It might fall off the time that it's actually placed on the line. I was going to use a balloon or rocket, but then a lot of people are using that.
